I think that Whitney had the best team {well, obviously....she is the only one to have a Miltank and I love Clefairy.}

To be honest I really liked Jasmine her gym was awesome and she was a challenge to beat since you had to heal her pokemon which was cool since you got to go in the lighthouse :)
