I say yes. When I see gyrados I think 'Chinese water dragon' and then no legs. Erm...

Definitly not. I think gyarados would look wierd if he did have arms or legs. I think just like onix, steelix, arbok, milotic, seviper, and any other snake creature, gyrados looks plenty cool just the way he is.

It would be pretty hard to move or have any balance at all without arms or legs. They seem fine though...

Well, with arms or legs it wouldn't look as streamlined. I'm not too proficient at biophysics, but if it had limbs it wouldn't move as well, that's for sure. So... no, it doesn't look weird. Who expects a serpent to have arms or legs, anyway? And even if it was a dragon, they'd be hardly noticeable, and thus wouldn't be able to tell the difference.
