I'm going to assume you are talking about the house in Canalave City.
The door that is locked is to an old horel, and the event item Member card opens it. That's how you get to Newmoon island legitimately.

It's probably the one that you need the E-Reader for.
If you scan certain types of cards you can go through there and battle special trainers.

It depends what he means by "House". I think that event was just a room in the back of a house.

Though, I can't think of any other locked houses in RSE...
