Default How do you erase HMs?

How can (if you can) you teach new moves over HMs in Ruby/Sapphire?

Well you can in lilycove city go to the first house on the right of the poke mart.

He's called the move deleter. In case you didn't notice, IT'S RIGHT ON THE SIGN NEXT TO HIS HOUSE!
