In R/B/Y there was a rumor that it was easier to catch Zapdos with a pokeball then with great/ultra balls.(lol, I said balls xD)
I caught it with a pokeball at full hp. But that really doesn't prove the rumor.

It happens. You can catch anything with a Pokeball. Better balls just increase your chances. Strong Pokemon can get out of Pokeballs easier, but that's not to say they are immune to them.

I've managed to catch Raikou, Suicune, and Entei with Great Balls. So it's not all that difficult to use PokeBalles to catch legendaries. You just gotta have the right conditions.
