Well, I suggest to level up firstly if you are having trouble. Also, get a lot of reviver seeds and other items like that. They really help.

i killed him as an level 70 MUDKIP!! and level 69 cyndaquil ^^ and indeed, use LOTSA reviver seeds and other things. check out on the internet for mystery gift codes for golden seeds. those increase your lvl with 5.

I beat him with a level 39 Chimchar and Turtwig. Just use Protect if you want to. Also seeds like Totter and Sleep come in handy. Revevier seeds also are delightful to have. If possible, find an Ice Beam TM and give it to your Squirtle. Just a suggestion

I don't remember the level I beat him at but all I know is that it probably wasn't above lvl 40. You'll just need reviver seeds and lots of patients since you'll be reseting a lot.
