No, you don't. You can only get it from the Colosseum Bonus Disk or from the EU/UK/AU version of Pokemon Channel.

you have to get data on 250 different pokemon and an event happens then u talk to the gym leader that uses slakoth(in pettleburg i think) and he gives u S.S ticket.

No, that doesn't work. You can try it if you want, but you'll only be wasting your time. ^^;

The ways already listed are the only ways to currently get it without cheating.
