No Pokemon are useless. You can use any Pokemon in a battle. Magikarp learns Tackle. It can defeat a Caterpie that only knows String Shot.
Good mons are good mons for strategic battles, with good movepools and high stats, such as Garchomp, Kingdra, etc.

Meh. Caterpie also has Tackle and Bug Bite by the time Magikarp can learn Tackle.

But yeah, no Pokemon is truly useless.
