I just got the game today and have never played it or the other ones before so how do I recruit people

I believe that he are able to recruit Pokemon once the Chimecho assembly thing opens up.

Right before you explore Waterfall cave, Chimecho gives you this friendship bell thingy. That allows you to recruit pokemon.

And to actually recruit people (not when you can), you just need to make sure they're in a 1 square radius of you, and you deal the final blow. (I.E Your partner cannot make them faint)

Don't use attacks in a straight line, etc, unless they are in front of you. Evo's are harder to recruit than their pre evo's, of course.
