Default The Birds in Blue/Red/Yellow

Everytime I try to throw an ultra ball at a legendary bird or Mewtwo, it says that I missed the pokemon? Is there a way to catch them?

Put them to sleep. I think that's the only way to catch them.

It's not the only way, but it will definitely help.

Make sure you get their health down low and then put them to sleep or paralyze them (I prefer paralysis as it's permanent) and then keep chucking Ultra Balls.

Sounds to me like you literally mean the ball misses the pokemon, like the Marowak in Pokemon Tower. If that's true, then, i hate to say this , but you should restart the game. If that doesn't work, you might need a new game.

No, IIRC in R/B/Y, balls could definitely miss the Pokemon if it's HP wasn't low enough. It's natural, but of course they removed it in later games.

It's worse in Yellow than Red and Blue...I got Articuno right down and put it to sleep and it still missed...That part is luck I figure.

Yay!!!!!!!!!!!!!!!!!!!!!!
I caught Articuno with the master ball, then I used the Ice Beam and ultra balls for the other two and mewtwo!!!!!!!!!!!!!!!!

The best thing to do is just load up on ultra balls...Get to the part before the pokemon you want to catch...save

Then just keep lowering its health, paralize or sleep, then throw the ball...If you run out of balls to throw, turn off the game and restart the steps above...
