No, you can EV Train anytime, but it's easier after you've beaten the Elite Four for three reasons:

1) It's more convenient. :/
2) You'll be able to have quick access everywhere, with no barriers.
3) Every single area is open to you, meaning more good EV Training Pokemon available.

Hope this helps.

No, you can EV train your Pokemon at any point in the game.

That's actually the reason why certain Pokemon appear in certain parts of the game. :P So you can have a balanced amount of EVs once they get maxed out.

As long as their EV capacity isn't maxed out yet. There's a large chance that at level 100 your EV's will be set, and at that point all you can do is give it lots of EV-reducing berries to give yourself a clean slate.

Yes, it can, but unless you got your pokemon up to lvl 100 by rare candies or through the daycare, then it probably can't gain any more EVs. It's best to start the EV training a little bit after you've left it in the daycare or given it a few rare candies.

It certainly is a lot easier to ev train once when you beat the game though because of the power items.

what happens if you just train them normally until after you beat the league, and then you ev train them, will their stats be messed up?

Sort of. :/ I mean, once you get to the Elite Four, your EVs are probably maxed out, meaning you can no longer EV train. Also, if they're not maxed they'll be very close, and EVs will be all over the place, so yes, they will be messed up.

so is it better to ev train before or after the pokemon league. or early in the game.

It is almost unarguably better to EV train after the Elite Four. If you want to EV Train a Pokemon that was on your team in-game, I'd suggest using a ton of EV-reducing berries to give you something good to work with.

It depends on your personal preference, and what Pokemon are available to you. I'd always recommend beating the Elite Four first (It's not really that hard or time-consuming :P), but it's your call. If you feel you are far enough and have the resources to EV Train effectively, go for it.

Well, that's the reason I don't like doing it until after the Elite Four. But if you're set on this (and it appears that you are) I guess you could just use another Poke, though Emp would probably be pretty low-leveled come E4.
