I have a question where do you catch feebas. I know its is in mt. cornet but do you have to fish for it using a good rod, or surf across the surface of the water? also if you complete the pokedex and get the national dex does that unlock the pal park or do you need to beat the elite four?

You have to fish at Mt. Coronet with the Super Rod.

A good rod is better for finding Feebas. It only appears randomly in five spots on the lake in Mt. Coronet. Those spots are also different every day and for every game cartrage. Which makes it a pain to find. You're probably better off trying to find one on the GTS or through a trade with someone in the D/P trade board. :\

find the right area and good rod, you'll find one pretty quickely they're common, well at least for me lol

They aren't common at all. They have a %50 chance of finding one. Even on the right day, and when you're on the right spot.
