Default Vine Whip?

I'm thinking. Before for Bulbasaur and Chickorita...they know the "vine whip" attack. But after these two Pokemon, I never heard Ash used this attack to Treecko(and its other evolution) and Turtwig! I'm thinking is that, are they able to learn Vine Whip? And how???

Aw man. And vine whip was a fun move too. Darn it Turtwig now you can't use vine whip.

The possibility for this was out there, and may still be, considering certain factors.

One---In the Generation One installation of the games, a Technical Machine existed for the move "Mimic". Most Pokemon were able to utilize this move (Caterpie, Weedle, Magikarp, Ditto, Metapod, Kakuna are notable unable).

Two---Considering the above, this may be able to be utilized, though obviously not with realistic results (Mewtwo Mimicking Chatot's Chatter move, Lucario Mimicking Ho-oh's Sacred Fire, Wailord Mimicking Mothims Camoflage).
