My friend said something about a holdable item that doubles the XP given...

Is there really an item like that?

Your friend must be thinking of the exp share, you get it from Mr Pokemon when you bring him a red scale that you get from the red Gyarados.

In GSC i dont think there is one.. The only one i can think of is the lucky egg in D/P

Its the lucky egg. theyre attatched to wild chansey, yes even back then. but if its the same as in d/p it only gives it 1.5x more ercent (ex: lets say the normal xp that you get is 100. with the lucky egg on, you get 150)

He's talking about an item that doubles the experience; EXP. Share.
