If you actually bothered to read the rules, you will know that any URPG member will be able to join contests. Meaning, you must have a starter from URPG, so you have to request a starter from the 'Request a Starter' thread in URPG General board, before you can enter in contests.

Try reading the rules first, before asking any questions. If you really, still don't understand, sure, go ahead and ask.
