Power Anklet?

I want to know; how many additional Evs does the Power Anklet gives?
I was Ev Training my Dratini in Speed while he was holding the Anklet and after 30 Magicarp, I gave my Dratini a Protein and it didn't have any effect, so that mean, his attack Evs are maxed (255) right?

Any power items give +4. So if you fought 30 magickarps without pokerus than thats 150.
It saying that can mean to things its maxed already. Or you exceeded 100 in attack.

So how exactly do these power items work? Do they add 4 additional EV's for the type of power item it is, on top of what you get for defeating the opposing pokemon? That's how I understand it.

To clear up all questions: (lol sound like a mod or some kind of super poke prof )

Power Items +4 to the BASE EV given.

IE: Magikarp gives 1 EV so +4 =5

THEN PKRS x2 the resulting EV

ie: From the example above 5x2=10 total EV's given

So does the power item have to match the ev to take effect? Like do I have to defeat Spd EV pokemon in order to get the bonus from the power anklet? or can I kill say a Blissey that gives HP and still get the Speed EV's from the Power item?

yes you can do this as well

holding power weight +4 to hp

so battle magikarp +1 spd and +4 hp.

pokerus 1x2, 4x2

end result = 2spd and 8 hp.
