i think that each one represents a different animal. not all of them are dogs and not all of them are cats

I think Raikou looks like a tiger, Entei is crossed between a dog and a lion, and Suicune looks like a dog. I just call them legendary beasts.

Raikou Definetly looks like a Tiger.
Suicune looks like a Wolf.
And Entei is sort of a mixture of a wolf and a Lion.

They're sooo dogs. Suicune looks like a wolf, plus, I can see how they CAN be cats, but they're so obviously not. I mean Raikou pretty much is a cat, but he's based off of the Japanese beast "Raijuu" who's normally shown as a weasel, tanuki (canine or if you prefer, raccoon dog), orr... a wolf. So I've said what I wanted.

Neither, in my opinion. I consider them Beasts as the Gen. One had Birds, Gen. Three has the Reggie Trilogy, Gen Four has the Three Amigos (not Chevy Chase, Martin Short, Steve Martin). And Raikou/Entei are not really dogs, more cats. Suicune is the closest to Canine.
By extension, the Johto trilogy are based off REAL Japanese Legends. Ho-oh is the traditional Asian Pheonix image. Lugia I suppose is a Halcyon, a sea beast.
