Default Kyogre and Groudon.

Okay, they say that there is heavy rainfall in say, Route 125. Okay, so I go to Route 125, surfing, and so I see the weather effect for that legend (Kyogre) is happening. The question is... when does it appear? Is it just random along that route, or is there something special that has to be done to have it appear?

On that Route you should see a dark patch of water that you can dive down into. Kyogre's lair will be under there. For Groudon, you should see a cave on the specified Route instead of a place where you can dive.

i caught groudon near fallarbour town up that waterfall and there was a cave and i went in and groudon was level 70 ( im prepared for kyogre)

Yeah when you talk to the researcher in the institute go to where he says, groundon is in a cave and kyrogue is under water.

Now, I have another question. Not about them, but about Latios (the one that I picked, blue). Now, where do I find it? Or is it wild all over the area?

It's actually easy to track one you've seen it.
Anyways it goes all around Hoenn -_- There's no way at all to catch it except for a Masterball or Cheat unfortanatly since it doesn't battle, I haven't battle it with Trapinch(Ability Arena Trap) that might work ^^
Like I said once you've seen it you can use your Pokedex to track were it goes ;)

Once you have seen it, don't fly or use your bike. It will run away even more. It's completely random where you find it the first time though.

EDIT: Arena trap doesn't work on the Lati's beacause of their ability, Levitate.

Just use a pokemon whose ability prevents fleeing - I think Wynaut and Wobofett

Another way to catch it is to whittle its HP down with a fast pokemon (like I did) and keep finding it after its run away. Once you meet up with it again and it has low enough hp, through a pokeball at it. That's how I caught Latias.

It almost reminds me of how to get Suicune on Fire Red. Would Max Repels and a level 37 Crobat w/ Mean Look work to make it appear, like it does with the legendary dogs on FR/LG?

use sableye a high level w/ mean look. it is immune to psychic attacks, which is all the latis have at lv. 40/50.
