You should do the EV training based on the role you want it to perform for your team and what you want it to do in battle. So its base stats will probably play a role, as well as its moves, and the other Pokémon in the environment. It mostly depends on your strategy.
The base stat is determined only by the Pokémon's species, and it's identical for every Pokémon of that species. So every Steelix has the same base defense stat no matter what its EVs or IVs or nature or level. And if you're curious about how different variables affect stats, the equation is...
Stat = floor((((basestat * 2 + IV + EV/4) * level/100) + 5) * nature)
HPstat = floor(((basestat * 2 + IV + EV/4) * level/100) + level + 10)

I have a question. Lets say you want to EV train an Espeon, with Sp. Attack and Speed. After you get 252 in both and 6 in another stat, which means you've maxed out your EVs. Do you have to continue to attack the same pokemon that gave you the stats, like ghastly and haunter for sp. attack? Or can you now switch to pokemon that give more xp so you can get to lv 100 faster?

No point trying to keep EV training after you have your 510. Just kill the E4 or whatever.

Risu's EVs
I think I might have messed up my Pachirisu. His stats are all pretty even though.
Is this good?(Btw I don't use special attacks and he is lv. 62 with careful nature.)
Hp 150
Attack 112
Defense 114
Sp. Attack 72
Sp. Defense 136
Speed 150

i also have a question, and feel free to PM me. but i have already gotten the effort ribbon for my arcanine that i have been ev training in SP atk and Speed, but its stats still look really low...so should i keep ev training it?? HELP!

Level it up to 100 and if you feel they are low then you did it wrong.

Ive never actually trained my Pokemon and actually considered the fact of what EV does for your Pokémon, so since Im a begginer to EV Training, here's what I plan on doing!
My Normal Team on Pearl - and how I plan to boost up their EV's:
-Charmeleon, I'm boosting up his HP EV's at Fuego Ironworks whenever I spot a SHELLOS, or it's evolved form.
-Torterra, Boosting up Attack EV's by going down to Route 112 and battling wild Bibarels, and Bidoofs.
-Gyarados, Boosting up Defenseive EV's by going into caves and tall grass to battle wild Geodudes, and Onixs. May even depart for Iron Island!
-Golem, Boosting up Attack EV's by heading for Route 112 to battle wild Bidoof, and Bibarels.
-Staraptor, Boosting up Sp.Def EV's later on, have to read up on where to go to boost up your Sp.Def EV's
-Golduck, Boosting up Speed EV's by going to caves to battle out some Zubat!
