I quit the fight! I was down to Great Balls, a Premium Ball and a few Heal Balls!

Probly shoulda mentioned this before, but dusk balls have a higher catch rate at night than ultraballs.

I know! And now even a Pokemon higher than 80 can't outspeed it! And I have a Mismagius with Mean Look and it's 86 in speed! Mesprit STILL gets away!!!

Attach a quick claw to a Golbat or something(caught in victory road) with mean look. Fly from town to town until Mespirit is close enough(with Pokemon that have surf and cut at hand) and then go for it. Roam around until you see Mespirit and use mean look. Quick claw will work often. Then use 4 quick balls or find a move that will in one hit bring the hp to red low and paralyze it or put it to sleep, then use an ultra ball constantly. Keep the battle short or Mespirit will flee.

My 2 cents.
Haunter and or Gangar is able to learn/teach Hypnosis.
this with a Night time tactic & a whole lot of Dusk & Ultra balls.. & for best results I'd also suggest loading up on Luxury balls a good trainer doesnt want to be with out pokeballs alot.. I love those as they make your pokes friendlier to you faster.

I can give you a masterball if you want.
Otherwise I suggest getting a crobat. He's fast and learns Mean Look to keep Mespirit in combat.

Much easier to just go between a town and a route border with your PokeApp open. Personally I used the starter town as it was easy to just go back in forth between the "borders".

Don't waste the masterball, use a trapinch, it's ability prevents anything from running, careful though it may try to attack back.

Big long thing.
IMPORTANT: LOAD UP ON BALLS(more than 50 of cheap pokeballs that are effective). Get Great and Poke Balls, not Ultra. Saves money, and you can buy them in bulk. Then there's the added bonus of getting a Premier Ball per ten Pokeballs, so you're getting 11 for the price of ten.

If you have a Golbat or Crobat, plus a lot of cash, and your Golbat/Crobat has a nature that is neutral/helps Speed, BUY CARBOS. Those things pack in a boost. X Speeds will help once you're in the battle, so buy two or three. Plus, LOAD UP ON HP-RESTORING ITEMS.

Now, after you've gotten your Golbat/Crobat ready, go HUNT. Once you find Mesprit, USE MEAN LOOK RIGHT ON THE BAT. Mesprit will fail to flee. Of course, here is the long and hard bit.

AFTER YOU'VE GOT MESPRIT MEAN LOOKED
Start throwing your Balls! Switch between the Pokeballs you have (save your Timer Balls until later!), but DON'T throw multiples of one ball! That lowers the catch rate. (The pokemon you're trying to catch slowly learns how to get out of it, probably.) After finally throwing that last ball that catches this Pokemon, SAVE SAVE SAVE.

I got lucky and caught Mesprit in a Pokeball after about five hundred turns and a lot of Hyper Potions.

Note- Arena Trap will not work! Mesprit has Levitate, and will escape. And also, try and put an effect on it like Paralyze or Sleep before you battle.

I dis this: used a Repeat Ball. Nothing Else, though my Dugtrio with Arena Trap anyway. But after I caught it, I nicknamed it Metallica. Don't ask me why.
