where is the place where i can see feebas??

Yes, but it is different for each person. There are only 6 spots in your game. I suggest you fish at every spot until you obtain it. The route is the one with the Weather Institute.

Also, going to Dewford and changing the trendy saying also changes the location of the Feebas spots.

Old Rod is best, but I think you can catch it with any type.

it's best to use old rod coz ure not gonna lose it and it's available only on 6 sqares on the river were the house full of wingulls is and u can change it buy changing the saying at dewford
