Tauros could use surf or earthquake, so its better than ryhorn and rhydon.

A Tauros with Earthquake smashes Rhyhorn.
A Rhyhorn with uh... something Fighting like Brick Break will kill Tauros.

In terms of normal battles, a Tauros would use Surf and entirely drown a Rhyhorn... I guess.

I think rhyhorn because rhyhorn can evolve into super strong rhydon but tauros can not evolve.
