It's only available in Pokemon Center stores in Japan. So you can't get it now, since it's now out yet. Honestly your best bet is actually traveling to Japan and get it. Maybe some online import stores will sell it (dunno who), but that's really difficult since the item is exclusive to Pokemon Center stores only.

I think he meant that all the good stuff, like this, are only available in Japan. In some cases, yes, that's true. But we get some of the special stuff too, like the Kyogre and Groudon SPs that made it to the US. So there's a chance. We just have to wait and see if it gets here to the US.
