I have the answer to that! You have to make a really sharp and quick turn north before the rock slows you down. Did you notice that on the 3rd floor there were three stairways instead of 2 and the middle one was blcoked of by rocks? One of the wholes in the 4th floor will get you down to that middle staircase on the 3rd floor. So not only do you have to see where you're going but you also have to control your speed. This tower has 5 floors in total. Good luck catching Rayguaza at Lvl. 70! Make sure you have every kind of ball you can possibly buy.

You just have to keep looking for it underwater on Route 124 and 126. It's pretty rare so it might take a while to find.
