If it works for the parents, more power to them.
If the parents cannot discipline their children and teach them that specific behavior is wrong, then they need to learn a thing called parenting. No leash is required.

Well, yea. Parents should be able to teach and discipline their kids and raise them properly. Leash or no leash won't make any difference if the kid won't listen to their parents in the first place. I will agree that using a leash as a form of substitute discipline is bad parenting.

Parental issues aside, think about the benefit a leash has for the parent. Let's say for a 2 year old-- the leash becomes a safety net. The parents have a sense of security knowing their child is safe. That's the function I see a leash being used for: to protect a child. I've seen quite a few young kids on leashes and each time they have been well behaved and free to walk around, with the parent right behind them. Questional parenting? Who cares! Embarassing? Maybe for a 5yr old. Is it silly? Oh yea! However, from a safety standpoint, it works.

Would putting a child through an emotionally embarrassing situation every time they showed their face to the public actually be good though?

Bottom line is this. Parents do not need to use leashes. It is poor parenting and completely unnecessary.

But on the bright side, more leashes means more laughs for us adults. Laughing is good for your body and mind. I support leashes because I support laughs. Only evil people support not laughs, cause not laughing is crying. Do you want to make people cry?

But to actually ANSWER the topic: the idea of leashes is silly. A parent should be able to discipline their child if they disobey them, and keeping them nearby doesn't teach them not to do things. You can't keep your kid on a leash forever, and what happens when he goes out and steals something because the parent was silly enough to just keep the child on a leash?

The leash is obviously a temporary solution, not a permanent one. Criticizing it for doing not doing what it's not intended to do is silly.

Breast feeding is temporary, yet some women continue to do it when their child is well beyond the necessary age. I don't criticize the breast, but the mother. Just like I never criticized the leash. I criticized the parents.
