Any shinies on the GTS are usually always probably hacked. They can be totally legit Pokemon, then marked with the shiny code. So they're legit, just not legitimately shiny.

I used to do that in Platinum but only to take advantage of a trade glitch where pokemon that evolve by trading still evolve when put into the gts without being actually traded.
