The Golden Pokeball

I was just wondering a few things from johto and remembered the golden pokeball. I never remember them telling what it does or what is in it. If they ever said what it does or whats in it can you tell me. or if they didn't tell what do you think is in it?

I believe they gave the GS Ball to Kurt, hoping that he could figure it out, but then they just left it like that, and never followed up on it.

I believe it was eventually meant to lead into Celebi being in the anime but they decided to give it it's own movie.
