Default Physical stall lugia?

Possible IV's:

HP: 17
ATTACK: 24
DEFENSE: 31
SP. ATTACK: 11
SP. DEFENSE: 20
SPEED: 21

Stats at level 70:

HP: 240
ATTACK: 147
DEFENSE: 208
SP. ATTACK: 124
SP. DEFENSE: 234
SPEED: 190

EV spread:
252 hp
192 def

I have 64 EV's left, what should i use them on?
Attack?
Or speed?

Moveset:
Roost
Reflect
Toxic

I'm not sure about the last move, I know that ice-beam has a
greater attack power, even one third more than that of avalanche though
If i forgo adding any more speed outside of what my IV and
nature gives me I can pull off a 120 attack power attack from
avalanche from being slower AND at a better attacking stance if i have that correct. [90 < 120]

Though would avalanche be less beneficial than say substitute as far as stalling?
or thunder-wave? I'm sure I need at least one move in which I
can damage, and I know that ice beam and any special attack would be better, though based on looking at the stats that this lugia has I feel avalanch would suit him better. with the IV's that this Lugia has it fits into the role i want him for. Stalling with its defenses.

Though all I'm worried about is how BAD/GOOD/DECENT it is, will i ever be able to use him competitively like this?

Would switching in whirlwind be viable? Toxic then whirlwind and repeat for a whole team effect to help wear them down?

what nature is it? you will need more hp ivs so that it will be able to take stone edges or t-bolts better.a lugia has a base defence of 130 so ev trained with a helpful nature and high ivs it reaches it's max defence of 394 and since it already has high special defence on it's own you can go ahead and use light screen and roost.i would go with ice beam just because to me it just seems better but you just choose which you feel is better.
