First complete Leaf Green and Pokemon XD.
Be in a pokemon centre in leaf green, connect your Gameboy/Nintendo DS to your gamecube via the cable you should have. Play XD and go to Phenac pokecenter, talk to the lady in the basement. The game then gives you the instructions ot continue.
