Should I keep this Lugia?
Timid Nature

Atk IV:12
Def IV:15

well it depends, what level is it cuz if it a low level that explains why it low stats but if you train it more it will have better stats

The IV's will not change even if he/she levels it up or trains it.

Well, it's good for a legendary. I mean, 28 HP IVs are decent. And the others aren't really all crap too, so I'd say go on with it. Timid and 19 Speed IVs will help it outrun slower threats in the Uber tier (such as Groudon or Dialga).

With the low Def/SpDef IV's, it won't work very well as a wall. Low IV'S in SpAtk won't help it sweep either.
Calm Mind Mewtwo will tear Lugia up.

As I said, it's not bad for legendary. And you are right, the Defense and Special Defense will let you down. Ditto for Special Attack. It's probably the best you'll get though- might as well make use of it. The defence IVs aren't horrible, they're just... mediocre.

When it comes to competitive battling, never settle. I'd say keep going for a better one, the one you have right now is barely passable, at most. My rule of thumb is 20+ for every stat, 24+ for the most important ones. It is a bit rigid, however, so don't kill yourself trying. :P Also, if you're not already using one, get a Timid Synchronizer so you don't have to reset for ages.

Lugia (Japanese: ルギア Lugia) is a dual-type Psychic/Flying legendary Pokémon.

It is not known to evolve into or from any other Pokémon.

It is often considered to be closely related to Ho-Oh, even sometimes as its polar opposite. Silver represents Lugia as "guardian of the seas", and Gold represents Ho-Oh as "guardian of the skies."

Lugia is the version mascot of Pokémon Silver and its remake, SoulSilver, appearing on the boxart of both.
