Just wait and see. They are going to make splash a very useful move. They should make it lower a stat and give a new effect like mad.

Mad: When your pokemon is mad you cannot use items and you cannot select what move it uses. Also when its mad its Accuracy is lowered dramatically. But its attack is raised to unbelievable levels.

Thats the effect of that status. The move would do this.

Splash: Lowers the target pokemons defense sharply. Also has the chance to put it in a Mad condition.

What can I say I got a big imagination.

I guess thats the question answered then, not that it was much of a question anyway, and I found out that the useless excuse for a move is also given to some other Pokémon I feel for those guys, I really do..

and tbh if you cant decide between encore/toxic on jumpluff (leech seed/sleepowder/sub/?) then splash is perfect!

splash is like a pretty bad move.
