Default The "Legendary" Moves

Can Blast Burn, Hydro Cannon, and/or Frenzy Plant be passed on by means of breeding (i.e. with Ditto), or are they totally restricted to the starters themselves?

Blast Burn? Hydro Cannon? Frenzy Plant? Are these moves for FireRed and LeafGreen? I don't quite get it.

Yes. And there was a fourth move (I think) that was called Volt Tackle. This could mean that they are making a remake of Yellow.
