It may be of the top percent, but it can't be the top percent. It can't be better than all Rattata, Another Rattata could have max EVs and IVs.

And here is my response to that.

Also, I'm sorry for not posting here for some time, guys. I've been...well...REALLY busy. To sum it up without taking too much space here, just go ahead and check out this thread here for details.

On the news of my Nuzlockes, I'm doing a final grind on my SS before really getting to typing up that summary that has been extremely overdue for some time. And I also started my Platinum Nuzlocke, with k_pop basically running alongside me, like a tandem Nuzlocke, which has been really fun! Two losses already, though...sucks, but oh well. I'll tell ya more soon ^^.

YAY, KRIS IS HERE! Now, lemme get my list...No, Sonic, no. No! I said--Drop it, DROP--Crap, derpness, kthanxbai.

Anyways, Flagstaff is EBIL!!! I lost two Pokemon on my White 2 Nuzlocke. :( HeavyMetal (My DW Bronzor) and Spin Dr. (Elekid). But, I did catch a Solosis and Audino, which is pretty nice. So...yeah. ROCKING A GOLBAT!

Can you use DR for nuzlockes? o: Maybe it applies as an area and you get the first Pokemon there? xD

I made it a bonus rule to be able to trade the Pokemon on the next route for one from the DR.
