I have a locked pokeball and the pokemon is outside the pokeball. What is the rules for that case?

Eti may have overlooked that fact, but the point is you are not allowed to battle with it until you reach the next town. Besides, if Poochyena is locked out of its Poke Ball, it wouldn't be smart to battle with it, since if it got hurt then you wouldn't have any way to protect it.
