You can use it if the rules are set to Flat. Flat battles scale lv50+ Pokemon to lv50. :P

Think of it this way.

The longer it takes for Teo, Sarah and Kaoru to choose a Gym Leader, the more time you have to work out the kinks in your party lineup, to work out a strategy that works best for you, and to work out the kinks in your applications.

And with the Miasma event, it'll be a fairly long while before anyone reaches Solstice.

You could always work out that stuff now (though it would kinda be a waste if you didn't get the gym). XD Though, you did have a nice back story and Teo said you were most likely anyways, so you're probably going to get Solstice.
