Not sure if these are the best, but they're what I use:

HP: Audino (2 HP EVs) in shaking grass OR Surf in Icirrus City (dark puddles) to find only Stunfisk (2 HP EVs)

Attack: Route 1 to find Patrat (1 Atk EV) and Lilipup (1 Atk EV) OR Route 10 to find Herdier (2 Atk EVs), Bouffalent (2 Atk EVs), Sawk (2 Atk EVs), Stoutland (3 Atk EVs, shaking grass only) and Rufflet (White only, 1 Atk EV). Second place is much faster but harder to keept track of.

Defense: Pinwheel Forest to find Venipede (1 Def EV) and Sewaddle (1 Def EV)

Special Attack: Celestial Tower to find Litwick (1 Sp.Atk EV) and Elgyem (1 Sp.Atk EV)

Special Defense: Surf in Driftveil City to find only Frillish (1 Sp.Def EV)

Speed: Surf on Route 1, 3, 6 to find only Basculin (2 Spd EVs)
