Reasons which support your Pokemon learning the chosen move:
Swords Dance
As you scroll through the many different Pokemon listed you see that not everyone has a sword thing in which they can use. But specifically, when you look at the Pokemon who learn it by leveling up, they all have swords type things. Yet Raticate doesn't fit into the mix, seeing as all it has is it's teeth.
So if he can use his teeth, Spinarak could use his jaw, right. Especially if there are several different pokemon who have absolutely nothing to use as a sword who can still learn the move. (Like the oddish family.)

To boost my case even more, I draw attention to Spinarak's evolution Ariados.

His back has attachments that resembles swords. As you can see above.

And his animation, shows us that he could move them around as needed in a dance.
So they could be used to preform Sword Dance.

Reasons which support your Pokemon learning the chosen move:
Stone Edge
Bulbagarden describes Stone Edge in the anime as "The user launches summoned rocks at the opponent." Excadrill is a GROUND/STEEL type, which means that although it is not exactly rock type it has experience with the earth/ground. I think that it is perfectly feasible for Excadrill to be able to summon (or if absolutely necessary dig them up themselves) rings of rocks and shoot them. It takes no psychic energy whatsoever (non-psychic types are able to learn it) and therefore it's perfectly reasonable to imagine an Excadrill using Stone Edge.
Secondly, the number of Pokemon that learn this move through TM is absolutely flabbergasting. It seems as though almost all final forms of Pokemon learn the move, even if they are in fact not even of the rock or ground type? If a Breloom is able to summon and expel stones, so should an Excadrill. Breloom doesn't even have any relation to rocks at all! Almost all ground types excluding the Drilbur family are included; Golett, Baltoy, even Stunfisk! Therefore, it would be perfectly reasonable for an Excadrill to learn Stone Edge. It would dig underground with its shovel-like claws, retrieve rocks sharpened to a point, and shoot them towards an opponent; perhaps even use it like all of the others; create the rocks with rings of light.

I didn't know where you got $8 from 25%+30%, so I did some math. From what I had, it was either $5 or $6. My bad apparently. o_o

I got 7 or 8. :/
30% + 25% = 55%
100% - 55% = 45%
45% = 0.45
13 * 0.45 = 5.85
EDIT:5.85 round to 6.
13-6= 7/13-5.85=7.15 round up to 8. (You always round when you finish the calculation actually. So it should be 8.)
or
$13 * 0.55 = 7.15
7.15 rounds to 8
It varies because we are always rounding up.

Move you wish to teach: Reflect
Reasons which support your Pokemon learning the chosen move:
Galvantula Dex Entry:
'When attacked, they create an electric barrier by spitting out many electrically charged threads.'
Galvantula can learn Light Screen, the special attack variety of Reflect.
Jolteon could learn Reflect back in R/B/Y days, so seeing as Jolteon and Galvantula are both electric types, and Galvantula are specifically mentioned to make electric barriers, and can learn Light Screen, why not Reflect? That's a form of a barrier too.
Galvantula could make a barrier, and if something went and hit an electrical based field, I'm sure that be it a punch, it would cut down some energy since the Pokemon attacking probably not be able to feel their hand/claw/other appendage for the time they were attacking, so the attack would be cut in all sensibility.
