Default substitute and spore on breloom?

Hello fellow pokemon players.
I have been playing pokemon Ruby version on the gameboy for a few years now, and cannot get enough of it.
But there is something that it bothering me.
When looking up smogon for battle strategies, it mentions a breloom with substitute and spore.
Now I understand the spore part ( not evolving scroomish(?) until lv 54), but how do I get substitute on him?
Is it even possible with just pokemon Ruby available ( I suppose I have to pass it from kecleon somehow).
I have searched the entire web, but could not find a breeding chain to get a scroomisch/breloom that knows substitute.

So, it boils down to this:

Is it possible to get substitute on a breloom with just pokemon ruby on the GBA, and if so, what breeding chain do I have to use?

Substitute as a TM (TM 90)

That would indeed work if I had substitute available as a TM.
However, I just have pokemon Ruby, where substitute is not available as a TM ( Ruby TM's only go 1 t/m 50, and none of those are substitute).
Probably meaning I will have to resort to a long breeding chain.
I am assuming that I am not the first one who has encountered such a problem.
I know the basics of breeding, so I understand egg groups and such.
Also I know that Kecleon has substitue as an egg move, as I managed to pass it on to a newly hatched Absol, as a matter of testing.
Yet, I am unable to find the right chain to go from Kecleon (substitute) tot Shroomish(substitute).

Breed the Kecleon that has Substitue with a Pikachu, then breed the Pikachu with Breloom. That should work, as Kecleon is in the Ground Egg Group, as is Pikachu, and Pikachu is also in the Fairy Egg Group, as is Breloom. Whether Breloom can learn Substitue as an egg move though I am not sure. Glad I could help :)

Breloom can not learn Substitute as an egg move in the 3rd gen games and I believe the only way for you to get a Sub Breloom on the GBA games is the move tutor in Emerald.
