How about this: We deduct one post count from those who post in such a board, and those with no posts canot access or post in the board.

....no such system has been invented for vbulletin that can do that to my knowledge. O.O

This has already been suggested and shot down numerous times.

Besides, it would only encourage spam elsewhere and make the forum look messy.
