horsea and lucario

im looking for a good moveset for my horsea when i train it into a seadra.

also my lucario is in a sp. atk, or atk decision.

i cant decide which.

I assume you mean Kingdra instead of Seadra. Here's a good set.

Adamant Nature
EVs: 180 HP/252 Atk/76 Spd
-Rain Dance
-Dragon Dance
-Outrage
-Waterfall

Double Dance Kingdra. Rain Dance, then Dragon Dance if you can, and sweep.

As for Lucario, I'm personally a fan of SpecsLuke. SD Luke is great, but for some reason, I like SpecsLuke more. As for your team, use whichever suits it best. If you need a physical sweeper, go with SD Luke. If you need a Special Sweeper, go with Specs.
