But the Pokemon somehow escape! And return to Ash and friends.

Because this thing always happens.

And that guy gets arrested by Jenny. If he had been going to compete in the league, he'd be disqualified.

no, only pikachu escapes and leaves the other pokemon behind. then ash and co meet up with pikachu the episode ends. in the next episode they save all the pokemon just in time for the pokemon league to start.

that would have been two anime episodes i would have watched

I'd make a guy in a jessie and james rocket uniform, wearing a black cloak. He pulls a hat down over his head and keeps himself completely secret. He keeps on making Jessie and James screw up.
