I think most mons that don't have evolutions are pretty unpopular and a lot of the mons that were introduced in the 4th and 3rd generations~

On topic: Other than Magikarp (and maybe Feebas - funny it's never mentioned), I don't really know. Johto and Sinnoh Pokemon seem to receive more flak, though. :O
