Actually, making your own ROM to store on your computer out of your own game and running it on an emu isn't illegal. You're technically allowed to make a backup copy of things that you own as long as that isn't specifically forbidden in some sort of EULA and you aren't selling them to people or putting them up to download.

As far as I know, it's really the selling part that's illegal. It's just like when people make bootleg copies of movies and sell them to others-which is illegal. Tons of people play emulators.
But then again tons of people make illegal copies and sell them. :P

It does increase base attack stat by x1.5. Xalapeno told you the wrong thing. Xalapeno, I think you're thinking of technician or STAB. Choice Band raises the actual stat, while those raise the move.

BL Pokemon are usually too good for UU but not quite good enough to make it into OU. So they usually sit there in between. So, to actually answer your question. They do count towards UU teams as well as OU teams.

I disagree with the first part of that. I find that some UU/BL mons can cream OU mons. Scarf and Absol, watcha it slash away at Gengar and Azelf. Almost every mon out there has a good strategy for it, we just have to find 'em. But yeah, you can use lower tier mons for higher tiers. So you can use UU in OU teams, unless someone's rules prohibit it. A lot of people don't like BL+ mons in UU tournies and such. It all depends on who you're battling, essentially.

A BL Pokemon is a pokemon that is UU by usage and OU by power.
In other words, an OU Pokemon that isn't used as much.
BL isn't really a tier, it's just used to keep too powerful of Pokemon from falling into UU.

Or vice-versa, essentially. Although some people can consider it as a tier because of "BL Tournaments". For example, in the Pe2k Olympics, OP made UU, BL, OU, and Uber tier tournies.
