Kefka -
Poisoned the entire kingdom of Domo
Killed the magnificent General Leo
Betrayed his leader Gestahl
Became an almighty deity and almost destroyed the planet
Unleashed Phunbaba, an undefeatable giant

Sephiroth -
Killed Aerith (Gasp)
Unleashed a Meteor to destroy Earth
One Winged Angel

My vote goes for KEfka. Sephiroth doesn't have **** on him, besides his rabid fangirls.

In Final Fantasy VI, ANYBODY can turn ANYBODY into Frogs with the Frog spell.

Sephiroth no problem only cloud and Vincent could stop Sephiroth and Cloud shouldn't have been able to but yeah no way that kefka could step up to Sephiroth.

Sephiroth earned my respect as an evil final boss, despite being on the Worst FF Game (Disincluding X-2; 11 and 12). Although, I have just replayed FF6 over the past few days, and have been reminded about how awesome Kefka was. s:

KEFKA WINZ.
Poisen, betrayed peeps, Opose (SP? s: ) rhymes with Dispose for a reason, became God, there is nothing he hadn't done. And he also could get you onto one hp with one attack. ^^
And he has an awesome evil laugh. Sephy can't win. o:
