do the characteristics of each pokemn have an effect on ev training?

No, they give hints on the max IV.

Well, you wouldn't want something like a Careful Dusknoir with "Mischievous" or a Modest Salamence with "Likes to thrash about". (Those indicate the best IV is in a stat that is going to be dumped anyway). Look up the rest of the characteristics for what they indicate a high IV in.
