Breeding Question on silver

I have a question you see I'm breeding my Male Typhlosion with a Ditto and a female Meowth. My Typhlosion shows interest with both of them but they're both not making eggs. Why?

The breeding factor's random. Eggs will come, but it's not a guarentee that you'd get one after ___ steps (steps btw, not minutes. Can't just sit there and wait). But the chances are higher if you move around more and come back later.
