I'm new here but i was wondering if i get a wild Pokemon will it have any EVs
or will they be at zero?

It will be at Zero, making it UT. (Un-touched). People prefer them untouched so they can EV them.

Can you use berries to get rid of all a pokemons ev's? and how do know when they are at 0?

yes you can the berry's are 21-26 if your pokemon's EV's are over 100 like 252 it would take 11 berry's to get it to zero the first takes it to 100 then every berry reduces 10 ev's

Basically after letting it eat the berries and it's EV reaches 0 it will show a message saying it's stat could no longer go lower or something like that.
