I'd recommend getting a Starly for a couple of reasons. Firstly, Chatot is NOT better than Starly/avia/aptor anyway you slice it, so that's out of the question. Personally, I think Starlys are more reliable Flying-types than Gol/Crobats, and if you want Poison just catch a Budew. If you have Diamond, you can catch a Murkrow at night in the Lost Tower, and with it's new evolution and half-Dark type it's not a bad choice. I think your choice should come down to these two, but it's your decision in the end.

I'd wait until later. If you get a starly and then switch it out later for something better, then you'll be taking experience away from the rest of your team. (Even if you wouldn't do that, it's still better to have a stronger pokemon if all it's going to cost you is some time.)

Starly's are very relyable pokemon in the beginning of the game. I'm still using the Staraptor I caught at the beginning of the game for competitive battles.

Go with a Machop for now if you want. Even a Geodude will work. But in the long run, Heracross is better.

Staraptor has high Attack and Speed, somewhat like Alakazam except its Attack instead of Sp Att. But its Def and Sp Def are completely horrendous. Honchkrow, on the other side, has almost the same Def and Sp Def. But gives a whole lot more HP, and Honch's attack is slightly higher than Star.

This is a vague question, You can't just say that Golbat and chatot are better than starly, however just capture one in the beginning because you can always capture the other ones later.

Get Starly. Staraptor is the best Normal/Flying Pokemon you can get early IMO. It gets Aerial Ace, Close Combat, Brave Bird, and can be taught Steel Wing. That's decent type coverage for a casual player, and the harder core of players will see that it has a great Attack and HP stat.

Get a starly now. Staraptor is a great pokemon in game. Use it. It is very good for a pokemon in the beginning.

Actually, they can. Each pokemon has stat differences. F or example, no matter how you train it, a magikarp will always be weaker than, say, a machoke.
These differences are because of base stats.

Here's the scoop.

MURKROW/HONCHKROW - High stats but very low defenses. Honchkrow's speed is lower than its pre-evo.
STARLY/STARAVIA/STARAPTOR - Best attack, but 2nd in speed compared to Crobat. Very sour defenses as well. Close Combat covers other Normals, along w/Rock, Steel, Ice, and Normal types.
CHATOT - Well, all around eww. Special Attack and Speed is fairly decent, though. One of the few Normal/Flying duos with a Special Attack focus, besides Hoothoot/Noctowl.

The choice in the beginning is simple. Starly.
