Olivine city Gym leader

I don't have G/S/C, But I have a GBA version called shinygold. It is the same if every way but how do you get the Olivine city Gym leader out of the light house. Also how do you get silver/rainbow wing.

Once you have the badge from the Ecruteak gym, surf south to Ciannwood city and obtain the secret potion from the pharmacist in one of the houses. Take it to Jasmine and she will go back to the gym where you can challenge her.

If this version is the same as gold version, you will get the rainbow wing once you complete the radio tower, and the silver wing when you talk to an old man in Pewter city, which is in Kanto and only accessible once you beat the Elite Four.
