Burmy is randomly found in Honey trees.

There are also 3 rods: Old, Good, and Super.

I don't remember where to get the first two, but the Super Rod is found in the Survival Area which is unlocked after defeating the Elite 4 and completing the Sinnoh pokedex.

To get a Burmy you need to put honey on trees and leave it for 6-12 hours.

The Good Rod is found on Route 209 by talking to a fishing fisherman. Inside the gate that connects Jubilife City and Route 218 there's another fisherman who'll also give you the Old Rod.

No, there is no way to get 'in' a honey tree. You must lather honey (that you get at random points at the game... and can buy, I think) on the tree and return in 6-10 hours. If you press A on the tree a pokemon will (sometimes) pop out. Often it's just a Wurmple or Burmy (which luckily for you are common), but sometimes you'll get a super-cool Heracross or Munchlax.

when you said leave the honey on the tree for 6 to 10 hours is it in game time or real time?

It uses the DS internal clock, so it would be real-life time. 6-10 hours after you lather the honey (in real life, you don't have to be playing) go back and press A on the tree.

EDIT: You can catch Munchlax in Pearl Manni, it's no different than Diamond.
